ACA exchange enrollment dropped by less-than-expected 3.7%

The data in Wednesday's report are based on the most recent "enrollment snapshot" that the Health and Human Services Department released in December for the federal-exchange states, plus final tallies from state-run marketplaces - the same data those states are reporting to HHS for a government report due out next month.

"These are stable markets and a stable program", she said.

"We had the best open enrollment period we have ever had", said Allison O'Toole, chief executive of Minnesota's insurance marketplace, known as MNsure, which saw enrollment surge almost 6 percent this year.

Just over 8.7 million people signed up on the federal exchange, while a little over 3 million picked plans in the 11 states and District of Columbia, which run their own marketplaces.

Rhode Island (12.1%), Kentucky (10.4%), and Washington State (7.6%) saw the largest share increases in signups, while Louisiana (-23.5%), West Virginia (-19.5%), and Arizona (-15.6%) had the largest drop in shares of signups.

States which handle their own systems and advertising such as, New York, Colorado and California, typically offered extended sign-up periods and saw.2 percent increase in enrollment.

Those subsidies likely mean that millions of low- and moderate-income Americans will continue to be able to find relatively low-cost health plans on marketplaces in future years as well.
