But the fate of the overall budget deal remained uncertain Wednesday, with House conservatives expressing concerns about the increased deficit spending and House Minority leader Nancy Pelosi, D-Calif., saying the agreement does nothing to protect undocumented immigrants brought to the U.S.as children. The proposal also includes another $160 billion in "emergency" funds, which don't count against the spending caps, for additional military and domestic needs.

It also includes nearly $90 billion in disaster relief in response to last year's hurricanes and wildfires, and a higher statutory debt ceiling. Such debt limit votes are usually enormous headaches for GOP leaders, but the increase means another vote won't occur before March 2019. "Must elect more Republicans in 2018 Election!"

Mitch McConnell, the Senate Majority Leader said in a statement that, "We're on the way to getting an agreement and on the way to getting an agreement very soon".

He said: "Ultimately, neither side got everything it wanted in this agreement, but we reached a bipartisan compromise that puts the safety and wellbeing of the American people first".

Republicans are eager to keep spending and immigration separate.

The accord was announced by Republican Senate Majority Leader Mitch McConnell of Kentucky and Democratic Minority Leader Chuck Schumer of NY.

That includes $140 billion in emergency defense funding. He demanded that the chamber vote on an amendment that would keep in place caps on spending.

"Once again, Republicans are retreating on the Budget Control Act and returning to their profligate ways", Jason Pye, vice president of legislative affairs for FreedomWorks, said in a statement.

The House voted 240 to 186 in support of a bipartisan package to extend United States government funding till March 23. First time this has happened in a long time.

A senior congressional aide said this would not be offset by any spending cuts or new tax revenue, meaning an increase in the federal deficit. The 2018 fiscal year started on October 1.

The $89 billion in disaster aid would bring the total appropriated in the wake of last year's hurricane season to about $140 billion.

A vote to pass the measure through the Senate began immediately. But the House is another matter.

However, House GOP leaders said they were confident they had shored up support among conservatives for the measure, which would shower the Pentagon with money but add hundreds of billions of dollars to the nation's $20 trillion-plus debt. Paul (R-KY) said.

But Rep. Mark Meadows, R-N.C., chairman of the ultra-conservative House Freedom Caucus, said the domestic spending increases were too much for him and other conservatives to stomach. "I'm a hell no". A sweeping bipartisan vote is expected on the measure, which is attached to a huge budget agreement, but the timing and outcome of a House vote are less certain.

The Senate and House voted on the deal late Thursday and early Friday morning. The legislation that provides these funds must be passed by a certain deadline.

Speaker Ryan said the bill was "a great victory for our men and women in uniform" as the military would get more resources.

"The main thing is we are finally getting what we call the 'fit up bill, ' which is getting the military a budget, number one, but getting the budget they need to actually fulfill their national defense strategy that [Defense] Secretary [James] Mattis just recently gave out", Ryan said.

DACA is the Obama-era program that shields those immigrants from deportation. Trump is ending the program.
