US President Donald Trump has congratulated Russian President Vladimir Putin after his disputed re-election victory despite reportedly being warned not to do so.

"If this story is accurate", an anonymous USA official told CNN, "that means someone leaked the president's briefing papers".

Trump's defence through his tweets came even as news filtered to US news media that Trump was furious over the leak that he had not read the security briefing prior to the phone call to Moscow. It may be recalled that Putin received less than 65% of the votes polled in 2012.
