Senate Votes to Halt the Repeal of Net Neutrality Rules

"This is our chance-our best chance-to make sure the internet stays accessible and affordable for all Americans", said Senate Minority Leader Chuck Schumer, D-NY. That's a more hard ask, since Democrats only hold 193 seats there.

The futile nature of the vote was repeatedly and explicitly referenced by Senator John Thune (R-SD) who called it a "fake argument that is going nowhere".

Congress passed the first hurdle in trying to save net neutrality, with a narrow 52 to 47 victory in the Senate.

The repeal goes into effect on June 11.

The resolution has drawn the support of half of all senators, but it needs a majority vote to pass. Collins had previously said she supported the underlying measure.

While to some it seems like a long shot, advocates and supporters are relying on the majority of the American people across the political spectrum who support net neutrality. Cory Gardner, R-Colo., who runs the Senate GOP's 2018 campaign operation and voted against the resolution. The measure can not be filibustered in the Senate.

But that would happen only if it passes the House and is signed by President Trump, which appears unlikely.

Republicans countered that the rules are heavy-handed and an example of government overregulation, and they accused Democrats of using the issue to fire up young voters ahead of this fall's elections.

Why this matters: Unwinding net neutrality will be toxic for innovation in America because large companies with deep pockets can easily pay for faster traffic, leaving startups at a disadvantage.

That means Republican politicians would likely need to break ranks for Democrats to score a win there.

"We will take a stand to protect our online economy, or we will say goodbye to the internet as we know it", said Sen.

Sen. Ed Markey, D-Mass. introduced the Congressional Review Act resolution to overturn the repeal in February. Without it, they said, consumers could end up paying higher prices for slower service or even be stopped from accessing some of their favorite websites or apps. The resolution Democrats are putting forward today would undo that progress.

"Let me tell you a secret: When it comes to politics, the experts are nearly always wrong", he added.

The FCC decided in 2015 to reclassify internet service providers as common carriers under a 1996 law.

The FCC in December repealed rules set under Democratic President Barack Obama that barred internet service providers from blocking or slowing access to content or charging consumers more for certain content.

"Why aren't we debating a bipartisan bill instead of a partisan resolution?" he asked. Thune and other Republican lawmakers have proposed their own net neutrality legislation. The current FCC moved to repeal them in a 3-2 vote previous year, a move that sparked outrage and protests among many net neutrality supporters. The measure now has the support of 161 House Democrats.

Senate Democrats cheered the procedural vote.

The battle over these rules were heated and partisan, the final FCC vote for repeal was 3-2, along party lines.

In December, a University of Maryland poll found that 83 percent of Americans, including 75 percent of Republicans, were opposed to ending net neutrality.
