Trump has withstood withering criticism in recent weeks for his summit with Russia's Vladimir Putin in which he did not chastise Moscow for its 2016 US election interference.

He pointed to statements by Homeland Security Secretary Kirstjen Nielsen who said after Trump reversed the separation policy that the government does "not have a policy of separating families at the border".

With time so short, lawmakers appear most likely to approve a short-term funding measure to keep the government open through Election Day. A shutdown would be the second under unified Republican control of Washington, following an embarrassing weekend stoppage in January. "They have recreational opportunities, both structured as well as unstructured", Albence said, according to CBS Los Angeles.

"I'll always leave room for negotiation", he said.

"I said to Congress, I will never sign another bill like this again", Trump said in March.

"You can not have strong border security with a void in the interior", Albence said. When asked how many of those immigrants were not deported because they won their asylum case, ICE said it did not track that data.

"I don't care what the political ramifications are, our immigration laws and border security have been a complete and total disaster for decades, and there is no way that the Democrats will allow it to be fixed without a Government Shutdown", Trump said in a tweet Tuesday afternoon. "Must get rid of Lottery, Catch & Release etc. and finally go to system of Immigration based on MERIT!"

Trump returned to the idea after a meeting at the White House last week with House Speaker Paul Ryan, R-Wis., and Senate Majority Leader Mitch McConnell, R-Ky., where they were said to have agreed on the way forward on government funding for the budget year that starts October 1.

"That makes sense for Republicans, because they don't want to have it out just before the election", Collender said, "but it doesn't make any sense for Trump". He said the border funding issue in particular would probably have to wait until after the elections.

Ryan said after the meeting: "The president's willing to be patient to make sure that we get what we need so that we can get that done". He added that money for the wall was "not a question of if, it's a question of when".

A White House spokesman didn't immediately respond to a request for comment. Trump, however, isn't backing away from the idea.

President Donald Trump threatened to push the government into shutdown ahead of the coming appropriations deadline if Congress does not fund his border wall and change the nation's immigration laws.

Sunday's shutdown threat from Trump also echoed a remark he made in February when he said "I'd love to see a shutdown" if the government did not agree to address immigration.

The defensive comments from Trump officials dumbfounded Democratic members of the committee, such as Senator Patrick Leahy of Vermont, who charged that the Trump administration had created a situation at the border that was like a Kafka novel, suggesting that children's entertainment venue Chuck E. Cheese had a better system for preventing children from being separated from their parents than the United States government. This leaves only 11 legislative days on the calendar in which both chambers of Congress are in session and can act to prevent government funding from running out at the end of the day on September 30th.

The House is now in a five-week recess, returning after Labor Day. The Senate remains in session and is set to go on break the week of August 6 before returning for the rest of the month.
