Trump announces new rules to limit migrant asylum claims

Trump just announced a big change to immigration policy – and it will affect caravan migrants

Mr Trump has ordered thousands of USA troops to the border, claiming the migrant caravan is an "invasion" as he focused on immigration in the run-up to November's U.S. mid-term elections.

The ban drew multiple legal challenges and forced the administration to issue three different versions before a revised ban was upheld in June by the Supreme Court on a 5 to 4 vote.

Migrants pause to sleep and rest in Mexico City, Mexico, on their way to the USA border from South America.

A senior administration official said the restriction on asylum claims will seek to address the "historically unparalleled abuse of our immigration system".

The rule 'would bar such aliens from eligibility for asylum and thereby channel inadmissible aliens to ports of entry, where they would be processed in a controlled, orderly, and lawful manner'.

Trump's proclamation puts into practice regulations adopted by immigration officials on Thursday.

The directive is a temporary measure, and circumvents current laws that state anyone who applies for asylum in the USA is eligible to have their case heard, no matter whether they arrived legally or illegally.

Under the rule, migrants seeking asylum will have to make their claims at official ports of entry on the border.

Women, Muslims, Latinos & LGBT people win in US Midterm Elections
But numerous toughest House races were won by women who were taking their first foray into electoral politics. There was also a historic gender gap that showed women more supportive of Democrats than Republicans .

"In its rush to obstruct asylum seekers, the administration is attempting an end run around the law", Beth Werlin, executive director of the American Immigration Council, told the Guardian. More than 5,000 U.S. troops have already been deployed to the border, and Trump said the number could rise to 15,000.

The American Civil Liberties Union swiftly declared the move "illegal".

Detention capacity at USA immigration jails already almost maxxed out, and court-imposed limits on the government's ability to hold children in immigration jails for longer than 20 days mean most migrant families who arrive seeking protection are still likely to be released pending a hearing.

He ordered troops to the border and declared the migrants to be an "invasion". These are not eligible asylum claims.

While there has been a recent spike in asylum claims, the number of illegal crossings at the southern border is a fraction of the totals seen from the late 1980s through the early 2000s. The U.S. took in approximately 200,000 refugees per year in 1980, and the total had never fallen below 70,000 before Trump entered office.

The move would largely affect migrants from Central America's Northern Triangle - Guatemala, Honduras and El Salvador - who cross the USA border with Mexico to flee violence and poverty in their home countries.

Trump also suggested he'd revoke the right to citizenship for babies born to non-U.S. citizens on American soil and erect massive "tent cities" to detain migrants.

It's unclear how many people en route to the U.S.in the current caravans will even make it to the border. Several smaller groups were trailing hundreds of kilometres to the south; officials estimated about 7,000 in all were in the country in the caravans. More than 1,700 were children under 18, and more than 300 were children under age five.
