Trump says hopes to meet N.Korea's Kim in Jan or Feb

South Korea to send trains to North Korea in joint survey to connect railways separated since Korean War

Nevertheless, with talks between the United States and North Korea stalling, the government in Seoul is keen to show progress in its own peace process with Pyongyang.

"We're not having missiles launched, there haven't been any nuclear tests", Pompeo noted, citing a change in behavior from North Korea, which conducted a series of missile tests in 2017 that alarmed its closest neighbors - and had the USA concerned that Pyongyang was developing the capability to strike any site on the continental U.S.

The train pulled six cars carrying dozens of South Korean officials and experts, who will undertake an 18-day, 750-mile survey of railway tracks in the North. The inspections are preparations for a project to connect the railways of the Koreas, as agreed between leaders of the South and North at their summits this year. "We will maintain close consultation with related nations so that the project to connect the South and North's railways could proceed with worldwide support".

Those events, combined with a recent North Korean threat to renew overt nuclear development should Washington continue opposing sanctions relief, suggested to many analysts that the countries are having problems seeing eye-to-eye, calling into question when a second summit might take place.

After whistling twice, the South Korean train slowly traveled toward North Korea's Panmun Station, near the town of Kaesong, where the cars would be reconnected to a North Korean engine.

U.S. President Donald Trump reportedly said on Saturday on his way back here that his second meeting with the top leader of the Democratic People's Republic of Korea (DPRK), Kim Jong Un, is likely to happen in January or February next year. However, a North Korean soldier has now achieved this feat.

Twenty-eight South Korean officials including people from the unification, and land, infrastructure and transport ministries will inspect the 400-kilometer section from Gaeseong to Sinuiju through December 5. From Dec. 8 to 17, the Koreas will inspect an 800-kilometre (497 mile) railway section along the country's eastern coast, stretching from an area near the scenic Diamond Mountain to a riverside station near the North's border with Russian Federation.

The Unification Ministry said the North will attach its own cars to the engine, but it was unclear how many.

Unless the North follows through on denuclearization, the sanctions will prevent the South from providing further resources to update the rail system, per The New York Times. The UN Security Council granted the South sanctions exemptions to carry fuel and other equipment into the North for the survey.
