Shipping traffic has resumed to and from Ukraine's ports on the Sea of Azov following a standoff with Russian Federation, a Ukrainian minister has said.

He continued: "Then I think we also have to remember that because of the aggressive actions of Russian Federation against Ukraine, illegally annexing Crimea, destabilising eastern Ukraine and now we have also seen what they have tried to do in the Sea of Azov".

"Free shipping into the Sea of Azov to the Ukrainian coast and harbors must be ensured" by Russian Federation, she said. The ministry also said that "the passage of ships with agricultural products through ports on the Sea of Azov have been unblocked". Moreover, during the preceding months, Russian Federation had systematically and aggressively obstructed Ukrainian and worldwide shipping in the Sea of Azov (see EDM, February 22, April 12, May 22, 31, June 11, 28, November 6).

Kiev says the Russian forces opened fire on its vessels after they had turned around and were heading away from the strait into the open wars of the Black Sea.

On November 26, Ukrainian President Petro Poroshenko signed an executive order introducing martial law until 2 p.m. on December 26.

The S-400 battery is one of the world's most powerful anti-aircraft weapon systems, with a range of up to 250 miles and a maximum altitude of nearly 19 miles.

Ukraine imposed martial law for 30 days in several regions around the country in response, and has barred entry to male Russian nationals aged 16 to 60 for the duration of the state of emergency.

Estonian Prime Minister Juri Ratas made a statement a few hours after the foreign minister, also calling on Russian Federation to immediately release the Ukrainian ships seized and the naval personnel captured in the Kerch Strait and to take steps to alleviate tensions.

"What happened on November 25th is an extraordinary event that took place for the first time in 4.5 years of Russian aggression", Poroshenko said in a television interview".

Putin was speaking at the G20 summit in Buenos Aires, where President Trump canceled a meeting with the Russian leader because of Moscow's refusal to release the 24 Ukrainian sailors. "The Russians behaved in a way that is deeply inconsistent with worldwide law".

The content of this treaty forms Russia's legal basis for its recent use of force in the Azov Sea and Kerch Strait.

Russia's state TASS news agency cited pro-Russian separatists in eastern Ukraine on Saturday as saying they had observed a large inflow of Ukrainian military forces nearby.

North Atlantic Treaty Organisation allies have helped modernise Ukraine's armed forces and boosted their presence in the Black Sea over the previous year, with more ships deployed in the region and more air policing.
